Who is Percival C. McLeach?

Percival C. McLeach is the primary antagonist in Disney’s The Rescuers Down Under (1990), the sequel to The Rescuers (1977). He is a ruthless and greedy poacher who captures rare and exotic animals in the Australian Outback, intending to sell them for profit.
