Who is Woolter the Ram?

Woolter the Ram is a minor but intriguing character in Disney’s Zootopia, the 2016 animated film set in a world where animals live in a bustling, anthropomorphic society.

Woolter is one of the two rams working as henchmen for the film’s antagonist, Assistant Mayor Dawn Bellwether. Alongside his partner Jesse (another ram), Woolter helps execute Bellwether’s plans to sow discord among Zootopia’s predator and prey populations. The duo is responsible for manufacturing and distributing the toxic serum derived from the Night Howler plant, which induces savage behavior in predators, a crucial element in Bellwether’s scheme to instill fear and control.

Woolter is depicted as physically imposing, befitting a ram, with a stocky build, thick wool, and large curved horns.
