Supreme Chancellor Finis Valorum is a fictional character in the Star Wars franchise. He was the leader of the Galactic Republic prior to the events of Star Wars: Episode I – The Phantom Menace. Valorum’s leadership was marked by corruption and political stagnation, which led to the crisis that ultimately resulted in the rise of the Sith and the fall of the Republic. He was portrayed by Terence Stamp in The Phantom Menace.
